Dekim masteminded the original Operation Meteor. He supported the building of the Gundams and later, the White Fang. He even created Mariemaia from Treize Khushrenada's genetic material to use her as a figurehead in order to gain power.
(Interesting side note: Dekim considered Quinze and his plans idiotic.)
