This "ghost" appears along the Paradigm waterfront causing the deaths of several higher officials of the police. The attacks are by no means random. The officials are all connected to a dark conspiracy. Still, while they may be guilty of a crime, the ghost must be stopped, and only one person in Paradigm can do it.
