Alex Rosewater is the head of Paradigm. The position allows him total control over all aspects of the city's inhabitants. Rosewater is aware of all of the happenings within the city and elsewhere due to informants like Angel. However, Rosewater is most interested in the past and the knowledge of events before the disaster 40 years ago.
